HEPM 3201 PROJECT MONITORING, CONTROL AND EVALUATION

Discuss the importance monitoring and evaluation in project management ( 10 marks)
Monitoring and evaluation gives a consolidated place where information can be obtain to check on the progress of the project. Knowing the progress of the work will assist the whole project team to be ready to progress to the next phase of the project. It gives the team managing the project an insight on how the project is going on and the team will be able to validate if the project is going according to schedule.
The process of monitoring and evaluation allows the team to learn from from more experienced team members. In the process it allows the team to build expertise and knowledge required while still handling the project. The project team will be able to be more qualified and at the same time handle the active project perfectly. These gives the project management team an easier job of managing the project.
Evaluation and monitoring allows the transparency and accountability to be developed. These two vices are very important while developing a successful project because the project management team has trust to his or her team that they will handle a perfect job. Also the available materials due to transparency makes it easier for the project team to have access to knowledge.
The process of monitoring and evaluation give the team  a clear path to identify where the error happened. The clear path to where mistakes was done while developing the project makes it easier in tracking back and removing the mistake which was done in earlier stages. These process also allows the project team to learn about the mistake which was committed in that process it makes it hard for the team to repeat the same mistake in the near future.
Monitoring and evaluation gives the opportunity for questioning project assumptions made. These opportunity which makes the project team to be able to run a test for modules. In that process removing modules which might be out of place or doing redundant  fuctionality. It allows the project team to clean up the project by removing parts of the project which are not in line with the project requirements.

Explain the key component of monitoring and evaluation system ( 10 marks)
Monitoring and evaluation of human capacity. For a perfect monitoring and evaluation implimentation needs the team to have enough human labour. The monitoring and evaluation requires the unit tasked with the task to have enough knowledge and technical understanding about how monitoring and evaluation process works. The human capacity should be able to do a proper job which is required in the monitoring and evaluation process.
Another important key component is the monitoring and evaluation logical framework. These component allows the understanding of the fuctionality of the process of the project such as input, outputs, indicators and other process which makes up the project. These component links the project goals to the actual process of development which makes it possible for the project team to measure the delivarable of the project.
Monitoring and evaluation work plans and costs is another important component in the system. These component allows the project team to come up with a project schedule which the experts in different parts of the project have to follow the schedule to finish the project. The budget or cost of each of the project process is computed aand also the resources needed to facilitate the project is taken into consideration. A total of each of the process costs and the facilities required are computed and submitted to the project owner or the project sponser.
Culture and communication of the monitoring and evaluation system. These is a very vital component because the team should be able to communicate with one another to be able to run the process of developing the system well. These component also covers for the policies of the organization because each organization has policies which should be communicated to the project team. Also strategies are developed so as to come up with a plan on how to handle the project development process.
Their should be a proper monitoring plan. The project process should be monitored closely by a team tasked with the work. The team should come up with a plan of collecting data from the project development process through time intervals known only by the monitoring team. The process should be able to get anomalies which lies in the project development processes. The main aim of these component is to make sure the project modules were developed as required by standards set up and also as per the user requirements.

Discuss factors to consider when carrying out project monitoring ,control and evaluation

The team doing the project checks should take into account whether the project process is as per the user requirements. The team tasked with the work should ensure that they confirm that the project development is in the right track. The project should be as per the user requirements since he or she is the person who procured for the development to be undertake. The team should respect and follow the user requirements while developing the project and the team tasked with monitoring, control and evaluation should ensure that the user requirements are abidded to.
Another factor which is for importance to the monitoring team is to ensure that the project development team use the international standards set for developing such projects. The development team should be able to use pre-existing standards which define how development processes are to be undertaken by the team. They should not invent their own methodologies on developing the project they should use existing once.
The other factor which should be taken into consideration is work schedule. The team tasked should ensure that the developing team are using schedule. The project development should correspond with the time schedule which has been established. The monitoring, control and evaluation team should be very crucial about these factor because failure to do so can result in late delivery of the project which might result In the project being turned down by the person/s who procured for the project.

Riverina IT solution

Introduction
Riverina IT solution is a medium sized company which is growing and acquiring more territory. It is establishing six more branches which use private Internet Protocol addresses which is of network class A. This particular class is used private company IP address which requires privacy and can not be accessed from outside of the network. It can support up to 16 million per network and it has a total of 127 networks. It covers from 1.0.0.1 all through to 126.255.255.254 Riverina IT solution choose 10.0.0.0 network to host its 1100 workstations. This network has to be sub-divided to cover the six sites which have its own router per site. Subnet mask will be used to divide the network into subnets which will be used in each of the networks.
Riverina IT solution is a middle-sized company which offers it consultation services. They need a perfect network which has a very minimal number of downtime so as to serve their clients well. The private Internet Protocol address will offer the privacy which the organization wants. Because this network class A is not accessible to the general public.  The network should be subnetted into six subnets and also the number of hosts should be taken into consideration so that wastage can be avoided. The network should be subdivided so that the same network can be used in future just in case Riverina IT solution expands more and new branches need to be set up.

Procedures and Observation
The first step which needs to be taken into consideration is how many sites which Riverina IT solution, the number of sites will equal the number of subnets which will be required. Riverina IT solution has six branches namely Wagga Office which has 300 workstations. The second one is the Junee Office which has 130 workstations. The third branch is the Albury office which has 125 workstations. Griffith office is another branch of Riverina IT solution which has 120 workstations which is the smallest branch among the six. The fifth branch is known as Temora office which has 215 workstations. The last branch is Culcairn which has 150 workstations making the Riverina IT solution to have six branches which the 10.0.0.0 network has to subnetted among the branches.
I will use 255.255.254.0 sub-mask which as a maximum of 510 hosts per subnet which is perfect for the Riverina IT solution network. The mask bit will be 23 example of how it will look 10.0.1.1/23 that is how it will be when sub-mask 255.255.254.0 is used. 510 hosts per subnet are perfect for our network because our minimum number of hosts per branch is 120 and the maximum number of hosts per branch is 300 which belongs to Wagga office.

Calculation
I will handle the calculation to see which IP range belongs to each of the following Riverina IT solution branches.
Wagga office IP address range will be 10.0.0.1 – 10.0.1.254 the broadcast address is 10.0.1.254 and the subnet ID is 10.0.0.0
Junee office IP address range will be 10.0.2.1 – 10.0.3.254 and the broadcast address is 10.0.3.255 the subnet ID is 10.0.2.0.
Albury office IP address range will be 10.0.4.1 – 10.0.5.254 and the broadcast address is 10.0.5.255 the subnet ID is 10.0.4.0.
Griffith office IP address range will be 10.0.6.1 – 10.0.7.254 and the broadcast address is 10.0.7.255 the subnet ID is 10.0.6.0.
Temora office IP address range will be 10.0.8.1 – 10.0.9.254 and the broadcast address is 10.0.9.255 the subnet ID is 10.0.8.0.
Culcairn office IP address range will be 10.0.10.1 – 10.0.11.254 and the broadcast address is 10.0.11.255 the subnet ID is 10.0.10.0.

Analysis and Errors
Each of the six branches of Riverina IT solution branches has 510 hosts available for use which gives them available empty IP addresses to use in case the branches also expand and incorporate more hosts. These free hosts provide Riverina IT solution branches new source of life where they can also expand depending on the population which they serve.

Discussion
Riverina IT solution branches management will have enough hosts to expand for each branch and also they will be other many subnets which the business can use in case they expand and cover more ground which is a good thing for business also private IP address gives the organization the much-needed security.

Conclusion
In conclusion, Riverina IT solution decision to use private IP addresses for its branches is a great move because of the nature of the business which they are involved in they are given the privacy are also security hence giving their clients best services which are secure. The organization will also have enough IP address available for them to use in case they choose to expand and cover more market compared to their current position.

Critical Paths

(a)State four applications of network models

- Banking sector.
- Transport sector.
- Business management sector.
- Used in technology sector.
- Cash management.

(b)Differentiate between directed and undirected paths and outline the shortest path algorithm for network problems
The difference between the two pairs is that directed paths have vertices with an order of how the paths between the vertices connect between each of them. While undirected paths where the parts vertices are in unordered form. The vertices do not have a direction on how to connect which each other their connect with each other in a random way.
The shortest path algorithm for network problems solves the problem encountered in networks by using algorithms which focuses on computing the shortest path between the vertices. Once the shortest paths is found it is then chosen to be used to reach the objective of the project. This method is well suited in financial institutions and also the transport sector because the shortest distance will be well appreciated so as to cut cost and also distance.

(c)A project has been broken down into 10 activities with the following predecessors and duration

Draw the network diagram and identify the critical path

The critical path is the one I marked using the green-yellow color which is 20 days and goes through A, F and G.

Assignment 1

Assignment task
Write a java console application for a lawn-mowing service for N lawns. N should be declared as a constant and it should be equal to the largest digit of your student ID number (e.g. if your ID number is S143261 then N should be equal to 6 and you can declare it as final int N=6). The weekly fee for mowing a lawn is shown below in Table 1.

Table 1. Weekly Fee for Lawn Mowing
Lawn Area Weekly Fee ($) Lawn
under 500 square meter 40
500 square meter or more but under 900 square meter 60
900 square meter or more but under 1500 square meter 75
1500 square meter or over 100

The application should ask the user to enter the area for each lawn (total N lawns) and calculate the weekly fee for lawn mowing. The application should display the fee for each lawn as shown in the example below. At the end of the Nth lawn, the details such as total weekly fee, lowest weekly fee, highest weekly fee, and lawn number with highest monthly fee should be displayed. The lowest fee is calculated by finding the lowest value from weekly fee for N lawns. The highest monthly fee is calculated by finding the highest value from weekly fee for N lawns. The average lawn moving fee is calculated by dividing the total weekly fee with the total number of lawns. The monthly fee is calculated by multiplying the weekly fee by 4.

 Example for N=4
Enter the area for lawn 1: 450
The weekly fee for lawn 1 is $40

Enter the area for lawn 2: 600
The weekly fee for lawn 2 is $60

Enter the area for lawn 3: 1200
The weekly fee for lawn 3 is $75

Enter the area for lawn 4: 3000
The weekly fee for lawn 4 is $100

-----------------------------Report-----------------------------------------------------
Total weekly lawn mowing fee: $275
Lowest weekly lawn mowing fee: $40
Highest weekly lawn mowing fee: $100
Average weekly lawn mowing fee: $68.75
Lawn number with highest monthly fee: 4
---------------------------------------------------------

Your application is to follow the same format for input and output as in the example above, but with customised welcome and exit messages.

 The application is to use the following classes.
public class Lawn {
public Lawn()
{ // constructor }
public double lawnMowingFee(double area)
{ // code to calculate lawn mowing fee goes here }
public int lawnNumber(double fee)
{ // code to determine lawn number with highest monthly fee }
}

public class LawnTest
{
public static void main(String[] args)
{
// local variable declarations go here
// display welcome message
// loop to input area, calculate and display fee
// generate and display report
//
display exit message
}
}

Submission
You must submit the following three files using the Moodle online submission system.
 Lawn.java
 LawnTest.java
 Report.docx (this file contains a brief report that includes student name, student ID number, course name, course code and test results (screenshots/test cases with results to show that your application is working correctly))

Important Note
 You should start your assignment as early as possible. Your tutor will be checking your progress in weeks 4 and 5.
 You should not show your source code and report to any other student. You should not ask anyone to do your assignment. Please read CQU’s plagiarism guidelines.
